Designation of assets

Designation is a form of legal protection reserved for key structures or features that are privately owned and maintained and that contribute to the management of flood and coastal erosion risks. The legal aspects of designation are set out in Section 30 and Schedule 1 of the Flood and Water Management Act 2010. We will cover the key aspects later under the section entitled Legal Framework.

Flood risk management

In 2010 the Flood and Water Management Act gave the Environment Agency a strategic overview of all flood risk management activities. The Act aims to improve both flood risk management and the way we manage our water resources. The Act also creates clearer roles and responsibilities and instils a more risk-based approach to managing flooding within our environment. This includes a new lead role for local authorities in managing local flood risk. This e-learning programme introduces a range of issues associated with flooding and flood risk management in England and Wales.

Even if you are not intending to do any modelling of flood risk yourself, you are likely to see and need to use the results from models and may even be asked to procure or manage a project that uses modelling. It is thus essential that you have an understanding of the fundamental concepts. The good news is that this knowledge is fairly common sense and does not require any mathematical background!

Modelling and information: Module 3

In 2007 heavy rainfall caused significant flooding in the north east of England, in the lower reaches of the Severn valley and the Thames valley. The events were unusual as the rainfall led to significant flooding resulting from surface runoff. At that time there were no readily available maps showing locations where flooding from surface runoff might occur and it was subsequently agreed that appropriate mapping was needed. In 2008 the Environment Agency issued mapping to its partners showing the Areas Susceptible to Surface Water Flooding (AStSWF)

Partnership Funding

This e-learning module, supporting the Defra Capacity Building Strategy, provides an introduction to the new Partnership Funding approach introduced in May 2011. The way flood and coastal erosion risk management (FCERM) projects will be funded has has changed. Local Authorities and Internal Drainage Boards will play a bigger role in deciding investment priorities and which projects are able to proceed over time.

Project Appraisal

Sustainable flood and coastal erosion risk management is essential to society, to sustaining our cultural heritage, to conserving and enhancing the natural environment and landscape and to support opportunity for growth and well-being of communities. We have to make fundamental choices that affect people and we have to make these choices in collaboration with those people and those representing interests that are affected by the decisions being made. In making these choices we need to be working together to understand the many complex issues involved. Appraisal sets out a framework for making decisions in an open structured manner through understanding what is critical to making choices.

Property Level Protection (New)

This e-learning module and accompanying workshop is part of the Defra capacity building strategy, designed to give you a much better understanding of what property-level flood protection is and how schemes can be relevant and feasible to your local authority. Feedback from pilot schemes and lessons learnt are shared, together with the results of research into the cost effectiveness of the approach. Property-level flood protection provides an alternative approach that can be used by local authorities to provide flood protection to properties where costs are too high to justify traditional flood defence measures. It is now part of the portfolio of methods that can be funded through the Partnership Funding approach. For the first time, grants for property-level flood protection are available alongside funding for other risks and approaches. The aim is to allow more projects to go ahead and to give communities more of a say in what is done to protect them, by spreading the cost between Government funding and local funding partners.

Water and Environment Management (WEM) Framework

The WEM Framework is the Environment Agency's principal arrangement for consultancy and construction work in Flood and Coastal Risk Management. The framework has been set up for Local Authorities use as well, to provide access to the best suppliers in Flood and Coastal Risk Management. Other Risk Management Authorities within the Defra family may also use the framework. The purpose of this e-learning module is to introduce EA users and potential non-EA users to the framework and provide instructions for entering into contracts and managing contracts.

Welcome to the e-learning site for flood risk management sponsored by Defra, the Environment Agency and the Local Government Association.

This site links with the LGA Flood Risk Portal and has been delivered through the Defra Strategy for Capacity Building for Lead Local Flood Authorities and other Flood Risk management Authorities.

These learning modules are designed to help you to develop an understanding of the key role, responsibilities and relationships associated with the Flood and Water Management Act 2010 (FWMA) and Flood Risk Regulations 2009.

The modules have been written to help LLFAs understand their role and responsibilities. Other sections cover the role that other partners can play in managing flood risk. The aim is to understand the context in which flood risk management decisions need to be made and, where appropriate, the material gives direct links to key guidance.

As knowledge and experience is still evolving following the implementation of the FWMA, the e-learning modules will also evolve.
